The party system is dominated by the center-left People's United Party and the center-right United Democratic Party, although there have been other small parties that have participated at all levels of governmental elections in the past.
In 2007, the People's United Party (PUP)-led government introduced the Caribbean Court of Justice Bill, but due to the opposition of United Democratic Party (UDP) members, it did not achieve the required three-fourths majority.
Bush, the leader of the United Democratic Party, is the first elected member for the district of West Bay, and has served seven consecutive terms in the Legislative Assembly of the Cayman Islands representing that constituency.
