unusual facts about United States courts of appeals

J. Clark Kelso

Kelso was clerk to Justice Anthony M. Kennedy of the United States Court of Appeals, Ninth Circuit District, before Kennedy was appointed to the Supreme Court, and later worked closely with the California Senate and Assembly to reform the California judiciary and improve the administration of justice.

National Reporter System

Today, the NRS is the primary publication route for opinions from the federal courts of appeals, the federal district courts, and state appellate courts in many states that currently do not have an official reporter (either because they never had one or abolished it in favor of the NRS).
