Born December 24, 1949 in Mexico City, Mexico, he graduated as an engineer and architect from the National Polytechnic Institute of Mexico and pursued graduate studies in the history and theory of architecture at the University of Essex where he received his Master of Arts in 1975 and Ph.D. in 1979.
In October 2007 he took up the post of Vice-Chancellor at the University of Essex.
While Director of the Data Archive, she also held the position of Professor of Research Methods at the University of Essex.
