The following year, he established the counties of Du (杜, in present-day Xi'an, Shaanxi) and Zheng (郑, in present-day Hua County, Shaanxi) in the east, and conquered the minor state of Xiao Guo.
The two others were enfeoffed by Wu in Eastern and Western Guo (His name was recorded as Guo Shu, although this simply translates "Uncle of Guo").
During the Western Zhou Dynasty, Sanmenxia was part of the territory of the State of Western Guo, ruled by relatives of the ruling Ji family of Zhou.
