The parents of Charles Barns, Caleb Paul Barns/Barnes and Elizabeth Ann (Eddy) Barns, emigrated from New York State to Wisconsin Territory with the early Euro-American settlers, and Caleb Barns began practicing law.
Named after Henry Dodge, the first governor of the Wisconsin Territory, the park contains geologic features indicative of the Driftless Area.

Since Leonard was already committed to missionary work among the Ojibwe, the couple soon found themselves setting up a household at La Pointe, Wisconsin on Madeline Island in Wisconsin Territory.
Some press coverage over the years has claimed that Raguse was the first Wisconsin legislator to be expelled; but James Vineyard had been expelled from the Council (the predecessor of the State Senate) of the Wisconsin Territory in 1842 for shooting and killing a fellow legislator, Charles C. P. Arndt, on the floor of that body (an incident remarked upon by Charles Dickens).
