Hossain accompanied Sheikh Mujibur Rahman in negotiations with Pakistani President General Yahya Khan and Pakistan Peoples Party Chairman Zulfikar Ali Bhutto on the transfer of power to the National Assembly following the the Pakistani general election, 1970.
After the resignation of President Ayub Khan in 1969, the Government of Pakistan under President Yahya Khan took over the administration of all the remaining princely states including Swat.
The crisis precipitated in March 1971 when rising political discontent and cultural nationalism in East Pakistan was met by Yahya Khan with what has come to be called Operation Searchlight.
