It also called for establishment of the following special pay plans: Senior Level (SL) employees (non-supervisory and non-managerial employees classified above grade 15 of the General Schedule), administrative law judges (AL), members of the Boards of Contract Appeals (CA), certain law enforcement officers, employees in the Senior Biomedical Service, and police of the Bureau of Engraving and Printing and the United States Mint.
It is also a superior court, having limited appellate jurisdiction over appeals from the lower Probate Court, Magistrate's Court, and Municipal Court, and appeals from the Administrative Law Judge Division, which hears matters relating to state administrative and regulatory agencies.
Before she was elected with 51% of the vote to her opponent's 48% on November 2, 2010, Kolakowski served as an administrative law judge with the California Public Utilities Commission for four years.
