The concept is believed to have been created in 2002 by artist Paul Rebhan and musician Tony Noe, two friends who visited several bars in New York City in an attempt to have a conversation, only to find they could not hear each other speak at any bar because of loud music and loud talking.
The restaurant was located in an alley corner, and Chevy would always arrive in his flamboyant Volkswagen Beetle listening to loud music.
Later based in Bakersfield, California, he rose to prominence with his own hits such as "Dim Lights, Thick Smoke (and Loud, Loud Music)" as well as playing with acts like Johnny Burnette, Doyle Holly, The Collins Kids, Wanda Jackson, Rose Maddox and Ricky Nelson.
