It was built in 2004 and is a copy of the original building where the first plenary session of the Anti-Fascist Assembly for the People's Liberation of Macedonia (ASNOM) was held, which is located in the Prohor Pčinjski monastery in neighboring Serbia, two kilometers from the memorial center.
The flag was adopted along with the state's laws and principles during ASNOM's first plenary session in the St. Prohor Pčinjski Monastery in modern Serbia, near the Macedonian town of Kumanovo.
This decision was brought due to the countinious refusals by the Serbian Orthodox Church authorities to allow Macedonian delegations to visit and celebrate the holiday in the actual venue of ASNOM, the Prohor Pčinjski monastery which is on Serbian territory near the Macedonian border and near the village of Pelince.
