At the same time, Elchibey's government established the national Caspian Navy and managed to reach an agreement with Russia on receiving one-quarter of the Soviet Caspian Navy based in Baku.

During Aliyev's presidency, Elchibey returned to Baku in 1997 and joined the opposition as the leader of Azerbaijani Popular Front Party.
In April 2005 before Azerbaijani parliamentary elections, Namazov co-founded an opposition bloc called New Politics (Yeni Siyasət - YeS) along with Etibar Mammadov, leader and former chairman of the Azerbaijan National Independence Party, Lala Shevket, the leader of Azerbaijan Liberal Party, Ali Masimov, Prime Minister of Azerbaijan under the late President Abulfaz Elchibey and Eldaniz Guliyev, chairman of the Intelligentsia Movement.
