A 2005 agreement on principles between Mayor Aníbal Ibarra and President Néstor Kirchner was followed by the modification of the especially contentious article 7, which denied the city its own, local police force, in 2007 - though the "Cafiero Law" otherwise remains in force.
The park's deteriorating condition led to its closure by Mayor Aníbal Ibarra in October 2003, and though it was reopened three years later, ongoing safety concerns led to its renewed closure in March 2008 by Mayor Mauricio Macri.

He entered public service in 2000 as Director of the National Public Administration Institute under President Fernando de la Rúa, and in 2001 was appointed Political and Legislative Director for Buenos Aires Mayor Aníbal Ibarra, later serving Ibarra as Director of Strategic Planning from 2003 to 2005.
