The new law called for a military police training company to be established at the former Luftwaffe hospital in Andernach.
In 1056 and 1059, by the treaties of Andernach, Baldwin received the march of Ename in the Landgraviate of Brabant, probably in exchange for giving up the march of Valenciennes, which was confiscated by emperor Henry III in 1045.
He was instrumental in the planning and development of institutions at Lengerich (1864), Eberswalde (1865), Andernach (1867), Schwerin (1874), Merzig (1876), Düren and Owinsk (1880), Berlin-Dalldorf, Grafenberg (1882) and Potsdam (1886).
