In 1998 following allegations in the Sunday Times, Michael Ancram accused him of cronyism by lobbying on behalf of Anthony Kleanthous, the millionaire Greek-Cypriot chairman of Barnet football club.
It was opened as a centre of footballing excellence on 15 December by Fabio Capello and Sir Trevor Brooking.
Although the team had failed to reach the play-off final, Fairclough was handed the job on a permanent basis shortly after by Barnet chairman Tony Kleanthous.
Chairman Anthony Kleanthous has sought to move the club from Underhill since the 1990s due to the poor facilities at the ground.
