He was the 4th President of the Assembly of the Republic between 22 October 1981 and 2 November 1982, during which he was also a Member of the Portuguese Council of State.
He was also a member of the Portuguese Council of State as the President of the Assembly of the Republic during the same period.
He headed the First East Turkestan Republic in Kashgar from November 12, 1933 to February 6, 1934 as the General Secretary of the National Assembly of the Republic, alongside Prime Minister Sabit Damulla, and titular President Hoja-Niyaz.
