Those active in forming the center and the organization of Los Toltecas en Aztlán, the organizing body of the center, were Salvador Torres, Guillermo Aranda, Ruben de Anda, Mario Acevedo, Victor Ochoa, David Avalos, the Enrique Family, the Delia Moreno Family, and others.
During this period Tineo spent time working with the Brown Berets, MEChA (Movimiento Estudiantil Chicano de Aztlan) and other community activist groups, and he is still considered one of the most influential leaders of the Chicano Mural Movement in Arizona.
A Festschrift in his honor was published in 1995, Miguel Mendez in Aztlan: Two Decades of Literary Production.

As evidenced by conditions in one of the major cities, San Luis, parts of Aztlán are very affluent, while others, such as Durango, the region that El Patrón and Celia hail from, languish in poverty.
