On June 4, 1851, Mayor Benjamin Wilson appointed him to organize and lead a volunteer force of city peace officers, to be known as the Los Angeles Rangers.
Encompasing most of present day Rubidoux, California, as well as a significant portion of downtown Riverside, Wilson became the first permanent settler in the Riverside area.

In 1861, at the beginning of the Civil War, Banning and Benjamin Wilson gave the federal government 60 acres of land to build Drum Barracks to protect the nascent Los Angeles harbor from Confederate attack.
