Popp was born in Dieci, received his initial art education in Arad, and studied painting in Budapest from 1888 to 1896, in particular, under Bertalan Székely and Károly Lotz.
Bertalan Székely, who also decorated the interior of the Matthias Church in Budapest, painted gilded murals on the interior of the Grand Hall.

He was a pupil of Rauscher, Gregusz, and Székely at the national model school of design, and later studied at the Munich Academy under Raupp, Hackl, Seitz, and Herterich, completing his education at Berlin, Paris, and London.
