Socofer is the name for the railway construction company that before 1968 was known as Établissements Billard.
Billard was appointed by President Herbert Hoover to a third four-year term as Commandant in January 1932, but died of pneumonia on 17 May.
One of his most celebrated works entitled La partie de billard sous Louis XV (A Game of Billiards under Louis XV), 1855, oil on canvas, 75 x 96 cm, can be seen at In Flanders Fields Museum.
