Acting on the recommendations of the Electoral and Administrative Review Commission (EARC), the Goss Labor Government legislated for a compromise system under which an electorate over 100,000 square km in area could be counted as having notional extra voters (dubbed "phantom voters" by the media) equal to 2% of its area in square kilometres.
