During his younger years, Rellon was an active boy scout and was awarded the rank of Eagle Scout (Boy Scouts of the Philippines), the highest rank awarded to a Senior Scout in the Boy Scouts of the Philippines (BSP) and a member of the Eagle Scout Association of the Philippines.
In 1959, the 10th World Scout Jamboree was held in Mount Makiling, Los Baños, Laguna, the first world Scout jamboree held in Asia.

The earliest Filipino Boy Scout troop recorded in history was named after him due to the monetary support provided by his mother, who was an American charity worker in Sulu, Philippines.
