In 1986 he was one of 17 indicted in the Brokers of Death arms case involving the proposed sale of $2bn of US-made Israeli arms to Iran; the case was dropped in 1989 after prosecutors they could not disprove the defendants' claims that they had official approval from Israel and the US for the deal.

Three suspects were named as retired Israeli general Avraham Bar-Am, William Northrop, and Samuel Evans.
