He attended Cal State Long Beach and Calvary Bible College.
He began his career in the public schools of Michigan and California (Anaheim HS) before beginning his university conducting at California Sate University at Long Beach and the University of Wisconsin, prior to his tenure at the University of Michigan.
Finlay, currently serving on the Duarte City Council, graduated from St. Mary’s College in Notre Dame, Indiana, earning a Bachelor's degree in marketing, and received her Masters degree in Public Administration from Cal State Long Beach in 2000.
