The lands of Arraba include Khirbet al-Hamam and Tel el-Muhafer, either of which believed to be the site of the Canaanite town Arubboth from the Books of Kings (Rubutu in the Egyptian documents) and the city Narbata of the Roman period.
However, this trend was criticized by the novelist Haim Be'er, who called the bloc's settlement movements a "fervent cult" and compared them to the Canaanites.
Later, Ishara's main Mesopotamian cult centre was at Kisurra, although she is also thought to have been worshipped across a wide area amongst Syrians, Canaanites, and Hittites.
