He was born in Italy at Carate Brianza, and was ordained priest on 30 March 1907 for the Pontifical Institute for Foreign Missions (PIME).
After the annexation of Bosnia and Herzegovina, his imprudently worded speech at Carate created the illusion that Italy was to be compensated, perhaps by the cession of the Trentino, and the disappointment when nothing of the kind materialized greatly weakened his prestige.
