In March 2008, The Washington Post reported on a series of emails in early 2007 between HUD assistant secretaries Kim Kendrick and Orlando J. Cabrera that suggested that HUD leadership sought to punish Carl R. Greene, the director of the Philadelphia Housing Authority (PHA).
Chindblom was elected as a Republican to the Sixty-sixth and to the six succeeding Congresses (March 4, 1919-March 3, 1933).
The award is named after Carl R. Fellers, a food science professor who chaired the food technology department at the University of Massachusetts Amherst and when the first Phi Tau Sigma chapter was founded in 1953.
He took over the secretary's role from Carl R. Fellers, head of the food technology department at the University of Massachusetts Amherst and moved the national offices to its present location in Chicago.
In 2010, Blackwell was the lone member of the PHA board to vote against terminating the contract of PHA Executive Director Carl R. Greene for his alleged sexual harassment of four female subordinates.
