Brito Cruz gave the keynote address at a 2012 event at the Woodrow Wilson International Center for Scholars in Washington, D.C. He argued that Brazil needs not only higher funding levels for university-level research, but also “more institutions devoted to higher learning and research, with more researchers. Per million inhabitants, Brazil has one-fourth the number of researchers compared to Spain, and one-eighth the number in South Korea.”
