The youngest of ten children, Domínguez was born in Mexico City, Mexico, and grew up in the rural suburb of Chalco.
This canal was a main waterway connecting Mexico City with the agricultural areas of Chalco and Xochimilco with flat bottomed canoes called trajineras carrying produce to the city.
Formerly part of the municipality of Chalco, it was split off as a separate entity in 1994, during the presidency of Salinas de Gortari, under his Programa Nacional de Solidaridad (National Solidarity Program).
