Named after the King of Sardinia, Charles Albert Blanchard was ten years old when his father left the Galesburg, Illinois area to assume the presidency of the Illinois Institute, which was soon to become Wheaton College.
He introduced a series of reforms following the many Revolutions of 1830-31 that convulsed Europe.

Charles Albert on the other hand calls himself pompously the "liberator of Italy" while on the very people he is supposed to be liberating he imposes as a condition the yoke of his rule (Neue Rheinische Zeitung No. 73, 12 August 1848).
He was born to Alberto, a main auditor for the Court of King Charles Albert of Sardinia.
In 1848 he was given permission by Charles Albert of Sardinia (1798–1849) to collect bird specimens in Savoy (then part of Italy) an authorization later renewed by Victor Emmanuel II of Italy (1820–1878).
Costa was a member of the Savoyard nobility and a diplomat in Sardinia, friend and aide to Charles Albert of Sardinia.

Commissioned by the King of Sardinia in 1845 to dig the Fréjus Rail Tunnel between France and Italy through the Alps, Maus had it built in 1846 in an arms factory near Turin.
