He joined the Northern Ireland Cabinet Office as a researcher in 1971 and was appointed Assistant Private Secretary to the Chief Minister of Northern Ireland, Brian Faulkner in December 1973.

He is currently a member of a team appointed by the Minister of Justice in Northern Ireland to oversee the August 2010 agreement between the Minister and dissident republican prisoners in Maghaberry Prison.
