Emmons went to Crissy Field, California in August 1924, where he served as commanding officer, and then to Rockwell Field as commanding officer of the 91st Observation Squadron.
This initial test was followed by a successful public demonstration on the Marina Green in San Francisco adjacent to the U.S. Army's Crissy Field a few months later.

Built in 1921 the building originally served as a Crissy Field airplane hangar, which helped launch De Havilland DH-48 biplanes as part of the US Army 91st Observation Squadron.
