F.C. Atlas (Segunda División 1954-55 Champion), Club Deportivo Zamora and Cuautla FC (second and third place in a promotional tournament in Segunda División) were promoted to Primera División, to increase the number of teams to 14 clubs.
A playoff tournament was organized with 2 clubs from the first division along with the 11 and 12 place clubs from the first division clubs: Cuautla FC, Zamora, Querétaro, Atlante and Marte.
Born in Mexico City, Belmonte began playing professional football with Deportivo Cuautla.
