At the end of the 2003-04 season Leighton Samuel, the owner of the other 50% of the region sold his share to the WRU.

The WRU decided not to replace him, instead sharing his duties between the Millennium Stadium manager, Paul Sergeant and WRU Chief Executive Steve Lewis.

During the 2003-04 season 50% of the ownership of the Celtic Warriors region was given to the WRU by Leighton Samuel who had acquired the Pontypridd share because that club was effectively bankrupt.
In 2001, Australia's largest telecommunications provider Telstra became naming rights sponsor of the NRL, with the competition's name becoming the NRL Telstra Premiership, while in 2002 David Gallop took over the CEO role from David Moffett, and the competition has become more and more popular each season.
On 3 December 2003 the club was officially opened by Glanmor Griffiths, former Treasurer and President of the WRU and also attending was David Moffett, Chief Executive of the WRU.
