The editio princeps, which was based on V, was published in 1611 by Johannes Meursius, who gave it the Latin title by which it is now universally known, and which translates as On Administering the Empire.
This account may be considered more similar to that which is found in De Administrando Imperio than the Chronicle of the Priest of Duklja.
Constantine Porphyrogenitus wrote in his work On Administering the Empire that the Khagan and the Bek of the Khazars asked the Emperor Teophilos to have the fortress of Sarkel built for them.
