These rulers divided the country between them and in the confused political situation that followed a number of minor fiefdoms appeared, including one led by Jérôme Maximilien Borgella in the south of the island called the Department of the South.
This iteration of the Department of the South consisted of posts in Georgia, Alabama and Florida, in what was then the Third Military District.

He enlisted in September 1861 in the 1st New York Engineers, and took part in the battles of Port Royal, Fort Pulaski, James Island and others in the Department of the South until December 1863 when he was discharged as a sergeant-major and brevet second lieutenant.
