In 2005, United Nations Secretary-General Kofi Annan appointed Mehlis as the Commissioner of the UN International Independent Investigation Commission (UNIIIC) into the assassination of former Lebanese Prime Minister Rafik Hariri and 22 other persons in Beirut.
Kanaan was interviewed in September 2005 by a United Nations team led by Detlev Mehlis, as a "witness", probing the assassination of former Lebanese Prime Minister Rafik Hariri.
The investigation was launched in accordance with UN Security Council Resolution 1595 and headed by the German judge, Detlev Mehlis.
