Bhullar's appeal against the conviction was dismissed by the Supreme Court of India on 27 December 2006.

On January 31, 2014 Supreme Court of India issued notice to Central Government on Bhullar's curative plea seeking commuting his death sentence to life imprisonment.

The Supreme Court of India on 21st January 2014 commuted the death sentence of 15 death row convicts on account of delayed execution and on account of mental health of the convicts.

He was declared guilty (under India's Terrorism and Disruptive Activities (Prevention) Act) of killing nine bystanders in a 1993 car bombing intended to kill politician Maninderjeet Singh Bitta, and sentenced to death by hanging by a split decision, that remains controversial in human rights circles.
