Çiljeta was born in Tirana, Albania, to Ferdinand Xhilaga, an accountant, whose family hailed from Dibër, however he was born in Delvinë, and Majlinda Xhilaga, a hairdresser, from Korçë.
Until 1991 Moglicë was under the administration of Dibër, Albania.
He studied in Galatasaray University and after the declaration of independence of Albania he was elected deputy of Dibër.
