Petliura has assumed the position of the Directory's chairman on February 11, 1919, a week after the government moved to Podillia.

while Petliura left the SDPists, thus demonstrating that the Ukrainian government has changed its political agenda and is not the same that signed the treaty in Brest-Litovsk.

In order to include the greatest number of people into the process of statehood, Petlura organized a series of cultural programs, funded by the central Directorate of Ukraine, to actively promote Ukrainian culture abroad.
