Stark won the 2009 W. Richard Scott Award for Distinguished Scholarship from the American Sociological Association for his paper, “Social Times of Network Spaces” (with Balazs Vedres), which appeared in American Journal of Sociology (2006).

A surface warfare officer, his career included command of ships at sea, senior U.S. Navy and North Atlantic Treaty Organization (NATO) commands, staff assignments with the Chief of Naval Operations and the National Security Council, and a tour as President of the Naval War College.

In Washington, D.C., Stark had assignments on the Navy Staff, on the National Security Council staff, and as Executive Director of the Chief of Naval Operations Executive Panel.
Over the next two decades, Stark published and promoted the "classic" style rag pioneered by Joplin with a lineup that included Joseph Lamb, James Scott, Arthur Marshall, Paul Pratt, Artie Matthews, Robert Hampton, J. Russel Robinson, and Etilmon J. Stark (his son).
