In March 2011, the governor of CBL, Farhat Bengdara, resigned and defected to the rebelling side of the Libyan civil war, having first arranged for the bulk of external Libyan assets to be frozen and unavailable to the Gaddafi regime.
He went on to describe his current role with the National Transitional Council, essentially trying to maintain banking functions in the free zone, and fostering relationships between the NTC and other countries which will allow central banking to be resumed when the conflict is over.

Bengdara has been a Director of Arab Banking Corporation (ABC) since 2001 and has 18 years experience in banking and other business sectors.
