During his term in office, he succeeded in removing the city names Elisabethpol and restoring the historic name of Ganja and renaming the Karyagino county to Jabrayil province, establishing a multi-party system, printing of Azerbaijani postage stamps and Azerbaijani currency Manat, founding schools and colleges teaching in Azerbaijani.

After Armenia lost its independence to the Bolsheviks, Yerganian went to Tbilisi where he and Misak Grigorian were assigned to assassinate former Prime Minister of the Democratic Republic of Azerbaijan Fatali Khan Khoyski and leader of the Musavat party Khan Mahmadov.
After establishment of Azerbaijan Democratic Republic on May 28, 1918 he served as the State Controller in Fatali Khan Khoyski's newly formed first government, and as the Minister of Transportation, Postal Service and Telegraph in Nasib Yusifbeyli's fourth and fifth governments.
