Educated at Finedon Mulso Secondary Modern School on Wellingborough Road, Finedon (now a Junior School), Brian Binley joined the Conservative Party in 1959.
Paul was the eldest son of George Woodfield Paul, Vicar of Finedon, and Jessie Philippa Mackworth.
He married Anne, eldest daughter and co-heiresss of Tanfield Mulso of Finedon Hall, Northamptonshire, (a marriage which greatly increased his wealth) and had one surviving son, Sir John Dolben, 2nd Baronet.
