It houses a museum, the Stephen B. Luce Library, and the Marine Transportation Department and Administrative offices of the State University of New York Maritime College.

The regiment was formed on April 12, 1861, by a group of military enthusiasts in Manhattan and deployed from Fort Schuyler at Throgs Neck, New York Harbor.
At that time, 5,000 midshipmen were in training and were permitted to complete their courses at Columbia University, University of Notre Dame, Cornell University and at Fort Schuyler in New York State, as well as the United States Naval Academy at Annapolis, Maryland.
