From 1850 to 1853 he engaged with his brother in operating a steamboat line upon the Chagres River, Isthmus of Panama.
During his term, the Masten Park High School was constructed, as were 11 other schools.

He died on March 28, 1924, while at Clifton Springs, New York and was buried in Forest Lawn Cemetery.
He graduated from the Throop Institute of Technology (later the California Institute of Technology) in 1898, and received the doctoral degree in physics in 1902 from the University of Chicago (IL).
Finck was elected as a Democrat to the Forty-third Congress to fill the vacancy caused by the resignation of Hugh J. Jewett and served from December 7, 1874, to March 3, 1875.
