In Japan, the Supreme Commander for the Allied Powers (1945–1952), which occupied Japan after World War II.
He assumed the position previously held by linguist Robert King Hall at the Civil Information and Education Section of GHQ/SCAP in Japan, where he promoted the adoption of the phonemic Kunrei-Shiki style of romanization of Japanese (rōmaji), and supervised studies on the feasibility of widening the use of romanization in Japan.
It was a highly controversial affair, opposed by the IRA GHQ in Belfast as damaging to the Northern Campaign, and precipitating a massive manhunt by the Irish police.
On February 13, 1946 Whitney and the Steering Committee members presented four copies of the completed GHQ draft to Foreign Minister Shigeru Yoshida, Misister of State in charge of new constitution Jōji Matsumoto, Foreign ministry interpreter Genkichi Hasegawa, and Yoshida's aid Jirō Shirasu.
Promoted to Major, he served as a legal adviser at GHQ Cairo, before becoming president of the British Military Court of Tripolitania, based in Tripoli, in 1944.

On 4 April, Alija Izetbegović ordered general mobilization: and on 8 April he transformed the Sarajevo TO command into GHQ of the Teritorijalna Odbrana Republike Bosne i Hercegovine (Territorial Defence Force of the Republic of Bosnia and Herzegovina) (TORBIH), appointing the Bosnian-Muslim Colonel Hasan Efendić as commander of the army, Colonel Stjepan Šiber, a Bosnian-Croat, became chief-of-staff, and Colonel Jovan Divjak, a Bosnian-Serb, his deputy.
