Colonial Fiji

A further 8 seats were reserved for "General electors" - Europeans, Chinese, Banaban Islanders, and other minorities; 3 of these were "communal" and 5 "national." With this compromise, Fiji became independent on 10 October 1970.

In 1991–1993, he led a legal challenge to the law requiring all multiracial people to register on the General Electors' roll, which enrolls all Fijian citizens who are neither indigenous nor of Indian or Rotuman ancestry.
