In 1968 he graduated from the Ulyanovsk Tank College, in 1978, the Malinovsky Armoured Forces Academy, in 1990 - the General Staff Academy of the Soviet Armed Forces.
In 1993, Mr. Makarov graduated from the General Staff Academy and was appointed as chief of staff, Russian Joint Force Tajikistan, and later was assigned to Volga Military District as the chief of staff for an independent army.
He retired in 1986, after spending a decade as a senior consultant to the General Staff Academy.

He graduated from the Makarov Pacific Higher Naval School (1970–1975), the Supreme Special Officer Classes of the Soviet Navy (1982–1983), the Marshal Grechko Naval Academy (1987–1989), and the General Staff Academy (1992–1994).
He was the only Lithuanian to have taught in the prestigious Frunze Military Academy and General Staff Academy (roughly equivalent to the Command and General Staff College at Fort Leavenworth, Kansas or the British Army's Staff College, Camberley).
