In 1813 the United States was at war with Great Britain, and Baltimore was preparing for an eventual attack as the fleet of the British Royal Navy had complete maritime control of the Chesapeake Bay since the year before, under the command of Rear Admiral Sir George Cockburn, (1772-1853) to which had recently been added overall command to Vice Admiral Sir Alexander Cochrane, (1758-1832).
