In 1823, Colonels George Mercer Brooke and James Gadsden of the United States Army were ordered to establish a military presence on Tampa Bay in the newly acquired Florida territory to contain the Seminole Indians and curtail illegal activities along the gulf coast.

Colonel George Mercer Brooke Jr. was also President of the Stonewall Jackson (Jackson had been an educator at VMI) Area Council of the Boy Scouts of America, member and officer of the Rockbridge County, Virginia Historical Society, and chairman of the VMI Sesquicentennial Committee.

(October 21, 1914 – June 16, 2006) was Professor Emeritus of History at the Virginia Military Institute (VMI).
