While the Reconstruction legislature established public school systems for the first time after the American Civil War, legislators were forced to accept segregated schools to get the bill passed.
By 1701, the Saponi and allied tribes, often collectively referred to as "Saponi" or "Tutelo," had begun moving to the location of present-day Salisbury, North Carolina to distance themselves from the colonial frontier.

Anthropologist John R. Swanton agrees with James Mooney, Hale, Bushnell and other scholars that the Saponi were probably the same as the Monasuccapanough, a people mentioned as tributary to the Monacans by John Smith in 1608.
